Mr. Gadi Taj Ndahumba, Chief Legal Counsel, ALSF Gadi Taj leads the advisory unit of the ALSF where he oversees the implementation of the facility’s transactional support to African governments.

He is a member of the Quebec Bar and Chartered Financial Analyst (CFA). He holds a Juris Doctor and Bachelor of Civil Laws from McGill University and previously worked for a top tier Canadian law firm on project finance transactions in the energy and infrastructure sectors.

Ms. Leria Arinaitwe, Senior Legal Counsel and Energy Sector Lead, ALSF Leria is responsible for coordinating and implementing ALSF’s transactional support to African Governments and energy utilities for the development, procurement, and financing of energy projects.

Leria possesses over a decade of post-qualification experience in developing and negotiating significant projects on the African Continent. Before joining the ALSF, Leria worked as a Legal Manager at Uganda’s National Oil Company where she participated in the structuring and negotiation of the company’s project portfolio across the petroleum value chain. Prior to this role, she worked as a Legal Analyst with Rwanda Development Board’s Strategic Investment Unit where she led the negotiation of strategic projects on behalf of the Government of Rwanda. She also worked as an associate with S&L Advocates, a member of DLA Piper Africa.

She holds a Master of Laws Degree from the London School of Economics and a Bachelor of Laws Degree from Makerere University.

Ms Cynthia Kankindi, Legal Counsel, African Legal Support Facility Cynthia works at the African Legal Support Facility (ALSF), where her primary responsibilities include legal due diligence for proposed transactions. Before joining ALSF, Cynthia was a Legal Consultant and Strategic Legal Analyst at the Rwanda Development Board (RDB) in Kigali, Rwanda.

Her role included leading and coordinating negotiations for complex, high-value strategic contracts. She also served as the board secretary for the RDB Board of Directors, acting as the primary liaison for board meeting preparations. Previously, she worked as an associate at Equity Juris Chambers, a renowned Rwandan commercial law firm affiliated with DLA Piper. Cynthia participated in the prestigious International Lawyers for Africa Flagship Secondment Programme, where she was seconded to the Tier 1 Firm, Dentons, in London.

Cynthia holds a Bachelor of Law Degree from Uganda Christian University, an LLM in International Trade Transactions from the University of Manchester, and a Diploma in Legal Practice from the Institute of Legal Practice in Kigali, Rwanda.

Mr. César Vamos Ver, Legal Counsel, ALSF César Vamos Ver is a Legal Counsel at the ALSF, where he primarily works on energy, PPP/Infrastructure, and oil and gas projects.

Prior to joining the Facility, César worked as a Legal Consultant at SAL & Caldeira Advogados Lda. (a member of the DLA Piper Africa Group), a role in which he provided legal consultancy services to both domestic and foreign public and private entities for over seven years. He also served as a Property Law Lecturer at São Tomás University, Maputo.

César Vamos Ver is a member of the Mozambique Bar Association, International Bar Association, Maputo Centre of Arbitration, Conciliation, and Mediation (CACM), and Mozambique Institute of Intellectual Property.

César earned an LLB from Eduardo Mondlane University, a Post-graduate Diploma in Transport Law from Eduardo Mondlane University and the University of Lisbon, and an LL.M in International Trade and Investment Law in Africa from the University of Pretoria.

Ms Indira Gomes, Legal Counsel, African Legal Support Facility Indira integrates the ALSF’s operations division, supporting projects primarily in the infrastructure, public-private partnership (PPP), and energy sectors.

Before joining the ALSF, Indira worked in the oil and gas sector in Timor-Leste as a legal counsel for the National Oil Company. She led the company’s legal department in supporting various business activities, from upstream to downstream operations and related infrastructure projects.

Indira Gomes is admitted into practice in Sao Tome and Principe and is a member of the country’s Association of Female Legal Practitioners (“Associação São-tomense de Mulheres Juristas”). She holds a Law degree and master’s in enterprise juridical sciences from the Nova University of Lisbon and an MSc in Construction Law and Dispute Resolution from King’s College London. She is a member of the Association of International Energy Negotiators (AIEN).

Camille Faure is a Legal Counsel at the at the African Legal Support Facility (ALSF). She joined the ALSF in September 2023.

Prior to joining the ALSF, Ms. Faure acquired experience at several leading law firms in Paris and Ho-Chi-Minh City, as well as at the International Center for Settlement of Investment Disputes in Washington D.C. (ICSID). Ms. Faure’s experience mainly focused on investor-state dispute settlement and international arbitration. Her practice covered a range of sectors, including energy, oil and gas, infrastructure, and commercial law issues. She also advised clients in annulment and enforcement proceedings of arbitral awards before the French courts.

Ms. Faure was admitted to the New York Bar in 2021. She graduated from Georgetown Law University’s LL.M. in International Dispute Resolution and from H.E.C. Paris’ LL.M. in International Business Law and Management. She holds a Master’s degree in International and Comparative Business Law from Bordeaux IV University and a Bachelor’s degree in Public International Law from Montpellier University.

  • What is the Lightbulb journal?

    You can find more about the Lightbulb and the African Legal Support Facility (ALSF) on our about page.

  • Who is the target readership of the Lightbulb journal?

    The target primary readership of the Lightbulb is African governments, especially in transitioning states. The ALSF defines transitioning states as countries that are only eligible for grants from the African Development Fund (ADF) and categorised as “ADF-Only Countries” by the African Development Bank.

    That said, the Lightbulb seeks to push the conversation within the African market about the key issues that affect energy project development across the continent.  Hence, each article will also be relevant for developers, local and international financiers, development institutions, other market participants and Africa-focussed lawyers. 

  • How does the ASLF’s energy sector contribute to solving Africa’s energy gap?

    The ALSF is proud to participate in Africa’s efforts to close the energy gap by supporting innovative and cutting-edge technologies which will push Africa towards the forefront of the global energy transition.

    The ALSF supports African Governments to structure and negotiate energy projects across the technology spectrum, including geothermal, coal-bed methane, and renewable sources such as wind, solar photovoltaic, hydropower and green hydrogen. The ALSF is currently supporting several states in negotiating their first independent power producer (IPP) projects and is also advising on the structuring and negotiating of IPP projects in over 30 countries across the continent.
